How do I approach someone to become a referral partner?

With referral partnerships, any arrangement with them has to make sense to both parties. No one is just going to refer clients to you - there has to be some benefit to them for doing so. Maybe you can refer clients to them in exchange?
What you need is another business or individual who works with your ideal clients as well, but who doesn't do the same things as you. It can be an added value to the client. For example, a realtor might refer clients to a mortgage broker, or vice versa. It is always good for the client if you can send them to someone who you know will give them good service - and the client will appreciate you for it.
Have a think about who else works with your ideal clients - and think about what you could offer that business/person that would make them want to refer clients to you.
People do business with people they know, like, and trust - so it will take some relationship building to develop that kind of trust level where they will want to partner with you.
